A complete inspection,
construction, or integrity programme involves more than NDT technicians, API
inspectors, and coded welders. Scaffolding supervisors ensure that access
structures are built, inspected, and tagged to the applicable safety standard
before inspection and construction personnel use them. Insulation removal and
reinstatement technicians ensure that CUI inspection and high-temperature UT
programmes have the access they need. Blasting and painting supervisors ensure
that surface preparation and coating application meets specification before the
coating inspector records acceptance. Holiday detection technicians ensure that
holiday-free coating application on buried pipelines and tank internals is
verified to the required voltage standard before backfill or product
introduction.
These roles are not ancillary to
inspection quality — they are prerequisite to it. A scaffold that is not
inspected and tagged to standard is a risk to every person using it. A coating
surface preparation that is not supervised to SSPC SP 10 or equivalent does not
produce an inspection-ready surface regardless of what the coating inspector
records. A holiday-detected pipeline that was not tested at the specified
voltage is not a holiday-free pipeline.
